The RPV Condominium Owners Association strives to maintain an equitable, harmonious living experience for our residents while exploring opportunities to maximize our collective property values.

The COA is governed by an Executive Council, or EC. The EC is comprised of RPV owners elected by the RPV community annually.

The EC is divided into two sections. Section 1 contains buildings 1-5. Section 2 contains buildings 6-9. Each section elects its own board members and executive officers. View your current EC board members on the owners RPV site.

General Rules + Regulations

Rules and Regulations Specifically for Owners of Rental Units

Owners that are renting their condo must follow this policy. Rules must be posted on the door. Recommended example guidance and rules.

Ambassador's Club

Only Owners and their personal guests can access the club.

Short-term renters are not allowed access.

Owners and their personal guests are responsible for cleaning up after themselves and responsible for remediating any damages they cause.

Hanging Linens

No towels, clothing or other items are to be hung over railings.
This can be quite unsightly and is not allowed.

No Vehicle Mechanical Work

Any immobilized or improperly registered or licensed vehicle will not be allowed on property.

Don't Obstruct Common Areas

 Walkways, passages, entryways and stairways shall not be obstructed. These are common areas. The only thing outside in front of your door should be a doormat.

Parking

Each unit has been allocated one parking space. All vehicles must be registered with the RPV office and must be BMV registered and in good mechanical condition. The license plate tag will be recorded for monitoring. Any vehicle not registered with the office will be towed at the owner’s
expense. Please make sure to use the space assigned to your unit and that space only.

Do not park in any other resident’s space unless you have their permission. If you have been given permission to use another unit’s space for a long term, please have the unit
owner submit to the office, in writing, acknowledgment of permission granted to use that space.

Balconies

Balconies are considered common areas and must be kept neat. Please do not use your balcony for storage. If in an upper unit, when cleaning your balcony, do not sweep or
throw any dirt or debris off of the balcony onto a lower unit. Please inform cleaning persons in your employ also.

Laundry/Garbage Room

Keys are required to access the utility rooms. Keys
are available from the management office and will work at any of the utility room doors. Keys should be provided to tenants and guests. However, these keys must be maintained by the Unit Owner if/when tenants and guests vacate the property. Buildings 8 & 9 do not have laundry/garbage facilities. If you are a resident in either of these buildings, please use the facilities in any building convenient to you. Garbage bins are located in the laundry rooms and trash is collected several times a week.

Please make sure your garbage is bagged properly and at no point should it be left outside.

When disposing of garbage or doing laundry, please make sure to lock the laundry room door behind you. This is for your safety and the safety of others. Leave the laundry fan on while machines are running. Turn off the lights when the laundry/garbage rooms are not occupied.

Laundry Tokens

Tokens are available from the dispenser at the Clubhouse. The cost is $3.00 for wash and $3.00 for dry. Please inform the office if you have any problems with the washers or dryers.

Grills

Only Owners are permitted the use of gas grills, and a fire extinguisher must be kept in close proximity to the grill. You must complete the gas grill policy form available from the office. Rental tenants are not permitted grills. The use of charcoal (ember) grills is prohibited per our By-Laws.

Tennis, Pickle & Basketball Courts

Courts are for the exclusive use of Regatta Point, Sea Cliff &
Watergate Residents, and their guests in company. Use is based on first come, first serve. However, first rights of use go to Regatta Point residents.

Pets

Owners may have one small pet (25 lbs and under) with the permission of their board. Requests from owners must be submitted in writing. Rental tenants are prohibited from having pets.

Pets (dogs) are NOT to be walked on the interior common areas, walks, courtyards, lawns, pool areas, tennis courts, or at the Ambassador’s Club area. Instead, Dogs should be walked around the exterior perimeter driveway only. Pet waste should be cleaned up promptly by those walking the pet. All pets must receive approval by the Executive Committee before bringing them onto the property or within a Unit.

Swimming Pool

Hours are from 8:00 am to 10:00 pm. Small children must be accompanied by an adult, as there is no lifeguard present. Pool parties are not allowed. No loud noise, glass or food is permitted at the pool areas. Smoking is NOT permitted in the pool area or other common areas.

Noise

No resident shall make or permit any disturbing noise that will interfere with the rights, comfort , and convenience of other residents.

Toilet Flushing

DO NOT – flush any materials other than toilet tissue down the toilet. Sanitary products, baby wipes, diapers, paper towels, etc. can create blockages in the sewage system

Maintenance Responsibilities of Unit Owner vs. HOA at RPV

The Unit Owner is responsible for everything from the interior condo unit walls in, and starting from behind the paint or wall finishes. The Association is responsible for everythingvfrom the wall behind the paint or wall finishes out. Below are the most common examples:
UNIT OWNER:
● Door & window screens & cleaning (doors/windows are owned & replaced byvAssociation. Service done by unit owner for life of door/window).
● Interior and exterior cleaning of windows.
● Door & Window security bars, curtains, door/window treatments
● Wall, ceiling, floor finishes, texture, paint, wallpaper, carpet, tile, etc.
● Interior cabinetry, countertops, faucets, fixtures, toilets, furniture & furnishings, artwork, personal items, appliances, etc.
● HVAC (AC Systems)
● Lighting, fixtures, outlets & other devices
● Plumbing from the wall out, shut-off valve an owner item
● Hot water tanks, heaters, filters, etc.
● Electrical panel & breakers servicing owner items, appliances, etc.
● Interior spraying for pests.

ASSOCIATION:
● Everything from the interior walls, ceilings, floors out, starting from behind the owner
wall finishes.
● Plumbing & electrical inside the walls, ceilings, floors.
● Water & Electric meters.
● Locks & Locking Hardware of doors and windows managed with a master key.

Outdoor Furniture

If you will be away from your unit over the weekend or for any period of time, please move any outdoor furniture indoors in preparation for any bad weather.

Unit Renovation

No unit owner or tenant shall make any structural addition, alteration or improvement in or to his apartment unit, including any exterior painting or exterior alteration or addition without prior written consent by the Board of Directors. Requests must be submitted in writing.

Contractors

Contractors that are hired by residents must get permission from management to conduct any work. All work must be performed during operating hours between 8:00am to 4:00pm, Monday thru Friday. No after-hours or weekend construction noise is allowed.

Smoking Areas

No resident shall smoke on common or limited common areas. This includes outdoor roof decks, patios and balconies. Designated smoking areas are located at the north end of the property near the generator, and at the south end of the property in the parking lot at the end of buildings 7 & 8.

General Fine Schedule for Association Rules & Policy Violations

The following penalties and fines schedule is outlined below and apply to ALL Association rules & policies.

Official Document

First Violation : Warning.
A written warning will be issued to the Unit Owner notifying them of a violation. The Unit
Owner is therefore put on notice to cease and resolve the violation immediately,
Second Violation : $250 fine
A $250 fine will be issued for violations that continue to occur or remain after the above
written warning has been issued to the Unit Owner.
Third Violation : Suspension
A suspension or revocation of privileges related to the violation will immediately be
enforced on the Unit Owner that remains in violation, and after the above warning and fine(s)
have been issued.
** Additional action
Additional action may be taken by the Executive Committee and/or Board of Directors to
remedy continued, persistent, or reoccurring violations, such as, but not limited to, remedial or
legal action or injunction, if necessary, pursuant to and in accordance with the Association By-
Laws.

Rentals

Rules for renting your unit to tenants.

  1. Business License
    You are required to inform RPV Management that you are renting and operating a small business. USVI Law states, as an owner that rents Short Term and receives payment for that use, you are required to hold a Small Business License.

  2. Maximum Number of Guests
    Studios : 3 guests | 1-Bedroom : 4 guests | 2-Bedroom : 6 guests
  3. Minimum Rental Period
    No rentals less than a 5-night period are permitted. All rentals beyond a month should have a simple lease. A year lease will need to be more formal.
  4. Posting Renter Rules
    Owners are to provide guests with RPV Rules and Regulations. These Rules and
    Regulations must be posted on the back of the entry door. 
  5. Emergency Contact
    Owners must post an emergency contact number for rental-related problems.
    Renters are not to use RPV staff for this purpose.
  6. Security Gate Access
    Owners who rent their units need to supply the renter with a remote control or a security card for the gates. These can be obtained from management at a specific cost to the owner.
  7. Laundry Machines
    The owners need to inform their renters that the laundry machines require tokens.
  8. Damages
    Owners are responsible to remediate all damages to RPV property caused by their tenants.
  9. Restricted Areas
    Renters are not permitted access to Ambassador’s Club, Gym, or Rooftop Patio.
  10. Barbecue Grill Use
    Renters are not permitted to use grills on balconies or in units. RPV does not provide grills for rental use.

1. Fun, Health, Happiness and Respect are the most important rule for guests.
2. RPV rules and regulations are required to be followed by all persons staying in a
rental unit.
3. No Smoking is allowed in any common area(s), ie Pool area, inner courtyard
walkways and building stairways. It is also NOT ALLOWED in limited common
areas, ie balconies. Smoking is allowed in designated areas only.
4. No items may be hung on the railings of balconies or stairways.
5. Renters are not allowed to have pets within the unit or on property.
6. Renters are to use only the designated parking space for the unit.
7. Renters should use laundry and trash facilities in their designated area.
Dumpsters on the property are not for RPV use.
8. No loud music, television, or personal yelling or screaming is allowed at any time
on property.
9. Renters are not allowed to use the Ambassador’s Club facilities, including the
gym or rooftop patio.

1. Safety is most important and the door needs to be locked upon leaving. Doors
are not to be propped open at any time. Keys need to be supplied both to owners
and renters.
2. Cleanliness is also very important. All garbage needs to be in proper plastic bags
and placed directly in the large plastic trash cans. All cardboard boxes need to be
broken down and placed on the side of the trash cans, as not to take up room for
garbage bags.
3. Major appliances such as refrigerators, dishwashers etc., are not to be stored in
the laundry room and the owners need to make arrangements for the removal at the
same time a replacement appliance is installed. This is not the responsibility of
RPV employees.
4. Fans need to be running during washer/dryer operations. This can help keep the
heat at a reduced level. It can also reduce possible injury.

As RPV Owners (you will be held responsible for your renters), failure of either
party to follow and adhere to these stated Renter Rules and Regulations will be held
in violation of said policies and rules. Penalties and fines for failure to follow, will
be administered as outlined in Regatta Point Villas’ “General Fine Schedule for
Association Rules & Policy Violations”
